Panetta: Egypt's leaders promise full democracy

CAIRO (AP) ? U.S. Defense Secretary Leon Panetta left meetings with Egypt's new leaders Tuesday with an optimistic outlook for the valuable American ally emerging from its Arab Spring revolution, saying that he believes new Egyptian President Mohammed Morsi and the country's military chief both are committed to democratic rule.

The Pentagon chief told reporters that Morsi and Field Marshal Mohammed Hussein Tantawi have a "very good relationship," despite the military's recent moves to limit the powers of the presidency.

Asked about Morsi's affiliation with the Muslim Brotherhood and its reported ties to Islamic extremist groups like Hamas, Panetta said that after talking to Morsi at the presidential palace he believes Morsi "is his own man."

Panetta spoke positively about the future of Egypt, which is now facing economic distress and political uncertainty after emerging from decades of dictatorship.

"It's clear that Egypt, following the revolution, is committed to putting in place a democratic government," Panetta said, adding, "I am confident that democracy here will fully represent a number of (political) views."

Afterward, Panetta flew to Israel where he will meet Wednesday with top government officials to discuss the crisis in Syria and the threat posed by Iran's nuclear program. Those visits will come a few days after presumptive Republican presidential nominee Mitt Romney visited Israel where he talked tough about Iran's nuclear ambitions and Israel's desire to stop them militarily if necessary.

Panetta told a Cairo press conference that Israeli news reports that he plans to share America's plan for potential war with Iran were a "wrong characterization" of what he will talk about.

He said his talks in Jerusalem with Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak will be "more about what is the threat we are confronting" in Iran's nuclear program and sharing intelligence information.

"What we are discussing are various contingencies and how we would respond," he said. Asked whether any such contingencies include plans for potential military action against Iran, he said, "We obviously continue to work on a number of options in that area."

While in Israel, Panetta also planned to inspect and get briefed on an air defense system known as the Iron Dome, which is designed to shoot down short-range rockets and artillery shells such as those that have been fired into the Jewish state in recent years from Islamic militants linked to Iran and based in southern Lebanon and the Gaza Strip.

In his remarks in Cairo, Panetta reiterated that Washington is not contemplating unilateral military action in Syria to force Bashar Assad from power.

"We have a responsibility as Department of Defense to prepare a number of options in order to respond to the president should he ask for particular options on the military side," he said.

"The situation right now is one in which the U.S. continues to work with our international allies to try to bring as much pressure as possible on the Assad regime for Assad to step down and for them to implement democratic reform that will protect and give opportunity to the Syrian people."

Panetta has a long relationship with Egypt's military chief, Tantawi, who is a holdover from the regime of former President Hosni Mubarak. During Panetta's time as CIA director he also built close ties to Egypt's intelligence service leaders.

"Tantawi 's leadership, I believe, has been critical in overseeing a peaceful free and fair election," Panetta said, noting he was pleased with Tantawi's stated commitment to full civilian rule.

U.S. officials have said they believe the military is sincere about handing over control of everything in Egypt except the national security apparatus. Whereas it may have looked last month as if the military council led by Tantawi was trying to steal the presidential election, phone conversations between Tantawi and Panetta helped ease U.S. concerns.

The military insists it doesn't want to deal with highways, police, schools and other civilian issues. However, they are afraid of handing over too much to the Muslim Brotherhood, which had been a banned political movement during the Mubarak years.

U.S. officials say some of this fear is understandable. The Brotherhood remains a dark institution with an opaque hierarchy and unclear platform, they say.

Panetta said both Egyptian leaders told him they will continue their country's cooperation with the United States in fighting the al-Qaida terrorist network.

Panetta's visit to Cairo came on the heels of one by Secretary of State Hillary Rodman Clinton, who was the first member of President Barack Obama's Cabinet to meet with Morsi since his election.

Clinton said in Washington on Monday that the jury was out on whether Egypt's Islamist political parties will equally represent non-Muslims. She said the Obama administration's future relationship with Morsi and the Muslim Brotherhood would depend on how they respect the rights of Coptic Christians, women and other minorities.

Panetta arrived in Cairo from Tunisia, where he held talks with that North African country's new Islamist leaders. He plans to end his trip with a stop Thursday in Jordan.

OnLive cloud gaming announces Ouya console support

OnLive announces Ouya support

Cloud gaming service provider OnLive has just announced that they will plug into the upcoming Ouya Android gaming console. This means OnLive customers will be able to access traditional console games through Ouya, as well as a vast library of free, TV-optimized Android titles. Of course, Ouya's set-up stipulates that every developer has to offer something for free, so OnLive will give 30 minutes of play time for  each game for free, and if players like it, they can pay up and buy the game directly or sign up for their subscription. 

Ouya quickly met its Kickstarter funding goal after their launch announcement earlier this month, and promises to do great things for Android gamers looking for a more in-depth experience. Usually we hear about OnLive as a way of accessing AAA games on Android phones and tablets, but they also have their own dedicated set-top box that could have just as easily been a competitor to Ouya as a partner. Luckily, OnLive is more interested in being available on as many screens as possible, and partners up regularly - including Vizio, for their apparently popular Co-Star Google TV box

Although Facebook (FB)?met expectations in its first-ever earnings report on Thursday, the reaction from investors has been decidedly ugly so far. By the end of trading on Friday, the company?s stock price had dropped by 117% to close at $23.70, or about half the value of its 52-week peak of $45. Making things worse, Facebook?s big slide came on a day when the NASDAQ closed up 2.24%, meaning Facebook can?t plausibly blame its slide on weak U.S. GDP numbers or other external factors.

As Forbes?s?Nathan Vardi notes, Facebook was never really in an ideal situation to go public this year and investment banks used the company?s brand-name status to hype it to unreasonable expectations, especially given that no one knew whether the social networking giant had really figured out how to create a sustainable business model at the time.

And when investors learned yesterday that Facebook wouldn?t be providing any third-quarter guidance despite the fact that its capital expenditures had ballooned by 213% year-over-year, well, that just had ?sell off? written all over it.

The bottom line, then, is that investors aren?t yet convinced that Facebook knows how to make sure its large investments will pay off in terms of revenue growth. And until that happens, early Facebook shareholders will likely continue to take a bath on their investments.

Audyssey's Audio Dock is pretty versatile. It's a Bluetooth speaker system with a docking area for iPhones and iPods, which means just about any modern mobile device can wirelessly stream to it, and several Apple gadgets can play through it directly. At high volumes, the Audio Dock manipulates the frequency response with some signal processing to avoid distortion issues, which will irk many purists, but generally, audio performance is solid. At $399.95 (direct), the speaker system is a bit more affordable than most docks this size that offer wireless playback. The ability to take calls through the speaker system itself is another thoughtful extra, making the Audio Dock , despite some flaws, a wireless option worth considering.

Design
The 9-by-5-by-11-inch (HWD) Audio Dock's overall design is simple and sleek. It's all black plastic and black metallic speaker grille, with a narrow front panel and two deep side panels that house the speakers. Under each grille is a 0.75-inch tweeter and a 4-inch woofer, and all four drivers are individually amplified. An under-lit button on the top panel controls playback?we found it sometimes required repeated taps to do the trick.

On the front panel, a narrow, under-lit vertical sliver displays the Volume level. But the actual Volume controls are cleverly hidden behind the Audyssey logo on the iPhone docking area, near the bottom of the front panel. Pressing the left side of the logo lowers volume, while the right side raises it; press and hold the middle of the logo briefly, and it mutes the audio. A rubber bumper to support the backs of docked iPhones or iPods is also situated on the front panel.

Beneath the volume indicator, there's a microphone for taking calls through the speaker system?you answer using the remote control. The back panel houses another microphone (they work together for better voice processing and clarity), as well as a Bluetooth pairing button, the Power switch, a 3.5mm microphone output (for sending your voice through your computer for VoIP calls), a 3.5mm aux input, and a mini USB port. A USB cable is included, allowing you to sync docked iPhones and iPods with connected computers, and there's an "autosync disable" button on the back panel?when pressed, it defeats the connected USB and stops a docked iPhone from syncing to iTunes. The Audio dock ships with the aforementioned USB cable, two 3.5mm cables for connecting to the rear ports, and a power cable. Also included is a frustrating remote control. It's actually got a bunch of useful features?standard Volume controls, Play/Pause, Track Skip Forward/Backward, as well as Mic Mute and Audio Mute buttons. The best feature is the Phone button, which allows you to answer calls via the speakers, but the frustration comes from the remote's need for a very precise angle to actually work. If you don't aim at just the right spot on the dock, it simply doesn't register at all. Once you get past that, however, the remote is above average, and the system's inclusion of all the necessary cables is also a nice plus.

The system supports Bluetooth (A2DP) streaming, and a free app is available for adjusting the EQ if you wish, though we recommend skipping this pretty unnecessary feature?the system sounds better without any EQ adjustments.

Performance
The Audyssey Audio Dock offers a powerful audio experience, but as mentioned earlier, it's not for purists or audiophiles. The reason for this is twofold: It employs digital signal processing at top volumes to prevent distortion from deep bass, and its speakers are angled in opposing directions, which certainly fills a room, but also obliterates the stereo balance and the concept of a "sweet spot" for listening.

This isn't entirely without merit: The alternatives to digital signal processing are either to let the speakers distort, which sounds just as bad or worse than the gradual volume lowering of deep frequencies when the system is at top volume, or to build more powerful speakers, which would probably cost substantially more. The Audio Dock isn't alone in its use of DSP?the Bowers & Wilkins MM-1 ?(4 stars) and the Audyssey Audio Dock Air ?(3.5 stars), an Apple AirPlay dock from Audyssey, both employ similar processing.

As a result of the DSP, tracks with deep bass, like the Knife's "Silent Shout," don't really distort at top volumes (when both the volume on your streaming phone and the dock itself are maxed out), or if they do, it's only momentarily until the processing fixes things. But as the volume rises, the deep bass presence gets dialed back and the overall response sounds noticeably thinner. Big electronic bass drum hits are reduced more or less to their treble-heavy attack, minus the sub-bass resonance behind them, and stringed instruments lose much of their low-end resonance.

In other words, this system can get loud, but it's probably not the best choice for your party if you want to blast loud electronic music or hip hop?it shouldn't really distort all that much, if at all, but it will not sound terribly balanced and full, either. At slightly less intense volumes, however, the Audio Dock offers plenty of low frequency response?and can still do so at fairly loud volumes, just not as much so at top volumes.

At moderate volumes, everything sounds better?not just "The Knife," but also instrumental music like John Adams' modern classic piece, "The Chairman Dances." On this recording, the Audio Dock showcases a pleasant overall balance, with the lower register strings and percussion neither disappearing into the mix (which is entirely possible with more subtle pieces like this) nor overstepping their place in it. The mids and highs are clear and precise, allowing wood percussion and higher register stringed instruments to shine without ever sounding harsh or overly crisp.

As mentioned earlier though, this is not a system for critical listening?few phone dock systems are, to be fair. It still can sound great, and the Audio Dock fills a room admirably for a system this size. But with the angling of the high frequency drivers upwards and away from each other, as well as the low frequency drivers at near exact opposite angles from each other and differing angles from their corresponding high frequency drivers, there is no hope of finding a "sweet spot" to listen from.

On the plus side, the difference between audio performance when an iPhone is docked and when the same iPhone is streaming the same song via Bluetooth is negligible. The pairing process is simple and quick, but we did have occasional issues with playback?it seemed as if the docked iPhone was being controlled by another nearby remote control, as it would occasionally pause playback without any prompting. The stream was not disrupted, the iPhone simply paused the audio. It's entirely possible that the PCMag Labs was the culprit?there can be a lot going on in here and even on the floor below us, but if you if you live in a large apartment building or in a home with several remotes being used, the same may be true for you.

Overall, the Audio Dock offers a high quality stream, as long as you keep the volume at reasonable levels. If you'd rather have a more traditional stereo image, but still want a wireless Bluetooth system, our current Editors' Choice is the excellent JBL OnBeat Xtreme ?(4.5 stars). Its offbeat design likely alters the stereo image slightly, too, but everything's generally pointed in the right direction and the speakers are quite powerful. Key Sandusky victim plans to sue Penn State: law firm

PHILADELPHIA (Reuters) - A man whose 2001 sexual assault by former Penn State assistant football coach Jerry Sandusky in a locker room shower lay at the heart of the scandal that engulfed the university is suing it for contributing to the abuse, his lawyers said on Thursday.

Sandusky was convicted last month of sexually abusing 10 boys over a 15-year period.

The man, known as Victim 2, did not testify at the trial, but former graduate assistant coach Mike McQueary testified he had seen Sandusky assaulting a boy about 10 years old in a Penn State locker room shower.

"We intend to file a civil lawsuit against Penn State University and others and to hold them accountable for the egregious and reckless conduct that facilitated the horrific abuse our client suffered," Philadelphia law firm Ross Feller Casey LLP said in a statement on its website.

The firm is representing the unidentified man along with two attorneys based in State College, Pennsylvania, the home of Penn State University, the statement said.

Included on the firm's website were recordings of two voicemails left by Sandusky for Victim 2, who remains unidentified. "Thanks. I love you," Sandusky says in one of them, according to a transcript provided by the firm. Their authenticity could not be verified.

The case against Sandusky, who faces up to 373 years in prison when he is sentenced, rocked the storied Penn State football program, tarnished the legacy of the late Joe Paterno, the team's longtime coach, and sparked a national debate about child predation.

Victim 2 was one of only two of the 10 victims not to testify at the trial.

"Our client suffered extensive sexual abuse over many years both before and after the 2001 incident Michael McQueary witnessed in the Penn State Lasch building shower," the law firm's statement said.

"Penn State has now admitted and there is no longer any question that its top officials could have and should have prevented these acts," it said in an apparent reference to former FBI director Louis Freeh's report on the scandal.

The report, commissioned by Penn State and released two weeks ago, concluded that several high-ranking Penn State officials were alerted to Sandusky's abuse, did nothing to stop it and decided against reporting it to proper authorities.

"Jerry Sandusky's abuse of Victim 2 and other children is a direct result of a conspiracy to conceal Sandusky's conduct and the decisions by top Penn State officials that facilitated and enabled his access to victims," the statement said.

Penn State earlier this week accepted unprecedented penalties imposed by the National Collegiate Athletic Association (NCAA) as punishment for the child sex abuse cover-up, including a $60 million fine, a reduction in football scholarships, a four-year ban from lucrative post-season games and the voiding of the last 14 years of its football victories.

University trustees said the punishment was difficult but better than an alternative under consideration by the NCAA, which would have banned Penn State's football team from playing any games for four years, according to a school spokesman.

The school and former officials face other legal problems.

Tim Curley, Penn State's former athletic director, and Gary Schultz, its former vice president, have been indicted on perjury charges for allegedly lying to a grand jury investigating Sandusky's abuse. Both have pleaded not guilty.

Immediately after Sandusky's conviction, Penn State invited all of his victims to enter negotiations to settle any claims they might bring against the university.

Penn State spokesman David La Torre said on Thursday: "The University takes these cases very seriously but cannot otherwise comment on pending litigation. President (Rodney) Erickson and the Board of Trustees have publicly emphasized that their goal is to find solutions that rest on the principle of justice for the victims."

Protest over Calif. police shooting turns violent, 24 arrested

(Reuters) - Police in the Southern California city of Anaheim arrested 24 people overnight after protesters smashed store windows and started fires in anger over the police shooting of an apparently unarmed man.

It was the second major clash between police and protesters since Saturday when an officer shot dead a man police said was a gang member in Anaheim, which is home to Disneyland.

"I'm here to say that vandalism, arson and other forms of violent protest will simply not be tolerated in our city," Anaheim Mayor Tom Tait told reporters on Wednesday. "We don't expect last night's situation to be repeated, but if it should, the police response will be the same: swift and appropriate."

Some of the 600 protesters threw chairs through the windows of a Starbucks, according to a Reuters witness. Damage was reported at more than 20 businesses, the City Hall and a police station, Police Chief John Welter said.

Twenty adults and four juveniles were arrested on Tuesday night and Wednesday morning, Anaheim Police Sergeant Mike Bustamante said.

Officers toting shotguns stood guard in front of the stores after the violence.

One person was taken to the hospital after being hit in the head by a pepper ball fired by police and two reporters were injured by rocks hurled by protesters, said Anaheim police spokesman Sergeant Bob Dunn.

The protests were sparked by the shooting death of Manuel Diaz, who police say was a gang member.

Two officers tried to approach Diaz and two other men in an alley. The men fled but an officer caught up with Diaz and shot him, police said. Diaz was found not to have been carrying a gun, Dunn said.

Police fired pepper pellets at angry residents near the scene of the shooting on Saturday.

The Diaz family filed a wrongful-death claim against the city on Tuesday, said Diana Lopez, an attorney for the family. She said they are seeking $50 million from the city and accuse police of violating Diaz's civil rights in the shooting.

In another incident late on Sunday, Anaheim officers tried to stop a car and killed a man who they said fled and opened fire on them during a foot chase.

Police have released few additional details about the two shootings, which are being investigated by the local district attorney's office.

The Anaheim City Council voted on Tuesday to ask federal authorities to investigate the shootings. The U.S. Attorney's Office with the FBI will lead that probe, and the California Attorney General's Office will review the findings, said Ruth Ruiz, a spokeswoman for the city.

(AP) ? Sabir Karim, a lifelong Londoner, was alarmed to find this week that a familiar city road had suddenly turned into an impossible challenge.

Officials had redrawn its lanes, leaving him only two options: The bus lane on the left, or the new Olympic "Games Lane," restricted for the sole use of officials and athletes, on the right. The restaurant owner didn't know what to do, but he knew that fines awaited him if he drove in either lane.

"I was literally trapped," he said. "I panicked. It was a scary and horrendous experience."

Bafflement and long waits reigned on London's roads this week as drivers struggled to comprehend the new lane changes, diversions, banned turns and parking restrictions for the Olympics, which officially open on Friday.

As host city, London is as cosmopolitan as they come, but transport is its weak spot: Traffic often clogs up its narrow, historic roads, bus schedules can change at a moment's notice, and the subway (the famous Underground) suffers from daily delays and century-old infrastructure.

The road changes, which were coming into full force Wednesday morning, are causing additional pain.

"Drivers do have somewhere to go, but it's been a bit confusing," said Paul Watters, head of road policy at the British Automobile Association. "We know it's going to be tricky and difficult, and it's bound to be full of teething problems. We're almost there now so hopefully it will be better."

Even if it all goes smoothly ? a big if ? the 30 miles (48 kilometers) of Olympics-only road lanes are likely to remain deeply unpopular among Britons.

Critics argue that these lanes ? open only to Olympic athletes, officials, journalists, emergency services and games marketing partners ? are elitist and make life difficult for everyone else. Driving on the lanes, widely dubbed "Zil lanes" after the Russian limos granted exclusive use of special lanes on Soviet-era highways, can cost you a fine of up to 130 pounds ($202).

Britain relies on traffic cameras to spot infractions, so many people won't know they've been ticketed till the bad news arrives in the mail.

The International Olympic Committee had specifically demanded the lanes be created after learning lessons from previous games ? one of the worst being Atlanta in 1996, now remembered as the one where bus drivers got lost and some athletes arrived moments before their events.

In London, some of the loudest opposition to the Olympic VIP lanes has come from the city's cabbies, who have staged two demonstrations in the past two weeks that brought central London traffic to a standstill. Like the rest of the public, they're banned from the Olympic lanes, which they say jeopardizes their business by creating much longer ? and costlier ? cab rides for customers.

"We're not going to be able to drop passengers where they want to go," said Lee Osborne of the United Cabbies Group, which protested with about 50 cabs at Tower Bridge on Tuesday. "Traffic in London is pretty bad as it is, and now passengers are going to suffer with the meter just ticking away."

Even on a normal day, driving in London is rarely a smooth experience. For a city of its size, it has surprisingly few highways or wide thoroughfares, which means that most roads have multiple traffic lights and pedestrian crossings. Olympics organizers have repeatedly urged people to avoid driving their cars, to walk and bike ride around, and for spectators to go to events using public transport.

That's easier said than done. London's Tube network is the most popular way to get across town, but it groans with age ? its first line, the Metropolitan line, opened in 1863. Today, that line still runs alongside more than a dozen others in a half-modernized system that handles roughly 12 million trips a day.

Officials are expecting up to 15 million subway trips a day during the Olympics.

The British government has injected 6.5 billion pounds ($10 billion) to upgrade the network ahead of the Olympics, but it's still riddled with daily problems. On Tuesday, extensive delays hit the key Javelin high-speed train from central London to the Olympic Park, and on Monday, multiple key lines leading to the park broke down during the morning rush hour.

"It can't even cope in normal times, all it takes is one problem and the whole system gets paralyzed," said Tony Shelton, an accountant who was riding the Northern line. His journey was only slightly delayed but he said: "I'll probably avoid coming into town."

Not everyone is so downbeat. Many others are proudly standing by their Tube and their city.

"It was absolutely fine today. I'm sure it will be all right," said Amelia Alvares, a marketing manager. "It's not perfect, but it will work."

Prominent Allies Join Effort to Reinstate Challenge to Monsanto Patents

WASHINGTON, D.C. ? July 17, 2012 ? Eleven prominent law professors and fourteen renowned organic, Biodynamic?, food safety and consumer non-profit organizations have filed separate briefs with the Court of Appeals for the Federal Circuit arguing farmers have the right to protect themselves from being accused of patent infringement by agricultural giant Monsanto. The brief by the law professors and the brief by the non-profit organizations were filed in support of the seventy-five family farmers, seed businesses, and agricultural organizations representing over 300,000 individuals and 4,500 farms that last year brought a protective legal action seeking a ruling that Monsanto could never sue them for patent infringement if they became contaminated by Monsanto?s genetically modified seed. The case was dismissed by the district court in February and that dismissal is now pending review by the Court of Appeals. The plaintiffs recently filed their opening appeal brief with the appeals court.

?Monsanto continues to claim that Plaintiffs? concerns about being accused of patent infringement after being contaminated by Monsanto?s transgenic seed are unsubstantiated and unjustified,? said attorney Dan Ravicher of the not-for-profit legal services organization Public Patent Foundation (PUBPAT), which represents the plaintiffs in the suit against Monsanto known as Organic Seed Growers and Trade Association et al. v Monsanto. ?But now two impeccable groups have joined with plaintiffs in explaining to the Court of Appeals how real and legitimate their concerns really are, especially since Monsanto continues to refuse to simply promise never to sue contaminated farmers for patent infringement.?

The first group filing a brief in support of the OSGATA plaintiffs includes eleven prominent law professors from throughout the United States, including Professor Margo Bagley of the University of Virginia School of Law, Professor Michael Burstein of the Benjamin N. This uncertainty creates real and present risks for persons wishing to engage in economic activity that might be the subject of an issued patent?.When a person is deterred from undertaking valuable activity by the risk that the activity may encroach on another?s exclusive rights, that person has incurred an actual, concrete and particularized injury.?

?We are grateful for the brilliant and powerful amici briefs submitted to the appeals court by these two stellar groups, supporting our family farmers? quest for justice,? said Maine organic seed farmer Jim Gerritsen, President of lead Plaintiff, Organic Seed Growers and Trade Association. ?An erroneous interpretation of law by a single judge is not going to cause our farmers to abandon our rights to farm the way we choose, to grow good food and good seed for our families and for our customers, free from Monsanto?s trespass and contamination. Denial of the property rights of American farmers is an attack on the property rights of every American. We will fight until family farmers receive justice.?

The second group filing a brief in support of the OSGATA plaintiffs, made up of fourteen non-profit agricultural and consumer organizations, includes the Farm and Ranch Freedom Alliance, Biodynamic Farming and Gardening Association, Carolina Farm Stewardship Association, Food and Water Watch, International Organic Inspectors Association, Maine Alternative Agriculture Association, Michigan Land Trustees, Natural Environmental Ecological Management, Nebraska Sustainable Agriculture Society, Organic Consumers Association, Slow Food USA, Virginia Association for Biological Farming, Virginia Independent Consumers and Farmers Association, and Wisconsin Natural Food Associates.

In their amicus brief, the non-profit agricultural and consumer organizations point out, ?The Plaintiff and Amici organizations, farmers, and seed businesses have suffered significant harm due to the threat of patent infringement suits by Monsanto.? They also noted, ?Defendants have chosen to patent products that, by their very nature, will inevitably end up on the private property of people who have no desire to use them. Plaintiffs? uncontroverted allegations show that, for the first time in history, they can be sued for something as natural as pollen drift, while simultaneously being forced to take expensive and burdensome steps in order to continue their normal businesses. The quandary of this type of liability is precisely the sort of situation that the Declaratory Judgment Act was intended to address.? Russia accuses US of 'justifying terror' in Syria

Russia on Wednesday lashed out at the United States for backing the armed opposition to the Syrian regime, saying Washington's failure to condemn the July 18 blast that killed top security officials meant it was justifying terror.

"This is quite an awful position, I cannot even find the words to make clear how we feel," Foreign Minister Sergei Lavrov told reporters. "This is directly justifying terrorism. How can this be understood?"

Lavrov expressed bewilderment at calls on Russia to clarify its position on Syria, saying Moscow's policy was crystal-clear and it was the West whose actions were contradictory.

He criticised the US ambassador to the United Nations Susan Rice, saying she had argued that the attacks in Damascus meant the UN Security Council had to agree a sanctions resolution against Syria last week that Russia later vetoed.

"In other words, to say it in plain Russian, this means 'we (the United States) will continue to support such terrorist acts for as long as the UN Security Council has not done what we want'," Lavrov said.

Russia has repeatedly rejected accusations Moscow is backing the regime of President Bashar al-Assad in the crisis, claiming it has an even-handed approach while rebuking the West for siding with the rebels.
